RESOLUTION
In accordance with the order of the State Committee Russian Federation according to statistics dated December 20, 2002 N 147 "On the renaming of territorial bodies of the State Statistics Committee of Russia located in the constituent entities of the Russian Federation that have the status of republics"
I decree:
1. Approve the Regulations on the State Statistics Committee of the Republic of North Ossetia - Alania.
2. Recognize as invalid the resolution of the Goskomstat of Russia dated April 24, 2002 N 64 “On approval of the Regulations on the territorial body of the Goskomstat of Russia - State Committee Republic of North Ossetia - Alania according to statistics."

Regulations on the Committee of State Statistics of the Republic of North Ossetia - Alania
1. These Regulations have been developed in accordance with the Regulations on the State Committee of the Russian Federation on Statistics, approved by Decree of the Government of the Russian Federation of February 2, 2001 N 85.
2. The State Statistics Committee of the Republic of North Ossetia - Alania (hereinafter referred to as the Committee), located in the Republic of North Ossetia - Alania, is a territorial body of the federal executive body (Goskomstat of Russia). Provides official statistical information on the Republic of North Ossetia-Alania, which is part of the state information resources on the socio-economic and demographic situation of the Republic of North Ossetia - Alania, State Statistics Committee of Russia, authorities state power The Republic of North Ossetia - Alania, territorial bodies of federal executive authorities, local government bodies, citizens and organizations, in the manner established by the State Statistics Committee of Russia.
3. The Committee in its activities is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, regulations on the State Committee of the Russian Federation on Statistics, regulatory legal acts of the State Statistics Committee of Russia, these Regulations.
4. The Committee is part of the federal system of state statistics, is directly subordinate to the State Statistics Committee of Russia and is accountable to it.
5. The Committee carries out its activities in cooperation with other territorial bodies of federal executive authorities, executive authorities of the Republic of North Ossetia - Alania, local government bodies, organizations, public associations and the population.
6. The Committee ensures the implementation of the federal program of statistical work and the production plan of the Goskomstat of Russia.
State authorities of the Republic of North Ossetia - Alania, local government bodies, legal entities, their branches and representative offices, citizens carrying out entrepreneurial activity without forming a legal entity, are required to submit to the Committee documented information necessary for the implementation of the federal statistical work program.
7. In the course of implementing the federal program of statistical work, the Committee uses the official statistical methodology approved by the State Statistics Committee of Russia, which is mandatory for territorial bodies of federal executive authorities, executive authorities of the Republic of North Ossetia-Alania and local government, legal entities, their branches and representative offices, citizens carrying out entrepreneurial activities without forming a legal entity, during state statistical observations.
8. Financing of expenses for the maintenance of the Committee related to the implementation of the federal program of statistical work in accordance with the production plan of the Goskomstat of Russia and additional statistical work on instructions from the Goskomstat of Russia is carried out exclusively from the federal budget within the established limits for obligations and estimates of income and expenses for extra-budgetary funds in accordance with the permission of the State Statistics Committee of Russia (including additions to it) to open personal account on accounting for funds received from entrepreneurial and other income-generating activities.
Work not included in the federal statistical work program is carried out by the Committee at the expense of customers. All funds from the provision of paid work and services are transferred in the prescribed manner to the federal budget to compensate for the additional funds allocated to the Committee from the budget provided for by the State Statistics Committee of Russia for the next financial year.
The Committee, as the manager of federal budget funds, carries out, within the limits of budget allocations and limits of budget obligations established by the State Statistics Committee of Russia, the distribution and delivery of funds to the structural divisions of the Committee - recipients of federal budget funds under its jurisdiction.
In exceptional cases provided for by legislative and regulatory legal acts of the Russian Federation, funds received from customers of work (services) not included in the federal statistical work program are used by the committee for intended purpose in accordance with income and expense estimates approved in the prescribed manner.
The Committee, in accordance with the goals of its activities and the purpose of the property, is a participant in civil law relations.
9. Location of the Committee - 362025, Vladikavkaz, Vatutina St., 84.
10. The main objectives of the Committee are:
1) participation in the work of the State Statistics Committee of Russia on the implementation of state policy in the field of state statistics;
2) submission in accordance with the established procedure of official statistical information on the Republic of North Ossetia-Alania within the framework of the federal statistical work program and production work plan to the State Statistics Committee of Russia, territorial bodies of federal executive authorities, government bodies of the Republic of North Ossetia-Alania, the chief federal inspector for the Republic of North Ossetia - Alania, local governments;
3) participation in the work of the State Statistics Committee of Russia to develop and improve a system of statistical indicators characterizing the state of the economy and social sphere, scientifically based official statistical methodology for conducting state statistical observations and generating statistical indicators;
4) participation in the development of the state statistics information system, ensuring its compatibility and interaction with other state information systems in the unified information space of the Russian Federation;
5) preparation based on official statistical information and release of information and analytical materials;
6) ensuring the protection and safety of statistical information resources.
11. The Committee, in accordance with the tasks assigned to it, performs the following functions:
1) participates in the activities of the State Statistics Committee of Russia in developing proposals for priority areas of development of state statistics, their scientific, methodological, legal, organizational and technical support;
2) organizes the conduct of state statistical observations and processing of their results in accordance with the official statistical methodology;
3) organizes collection and processing financial statements organizations and provides users with data from these reports in the prescribed manner;
4) ensures the preparation and submission to the chief federal inspector for the Republic of North Ossetia-Alania of information developed within the framework of the federal statistical work program, including at his requests;
5) ensures, in the prescribed manner, the assignment of codes according to all-Russian classifiers of technical, economic and social information to legal entities, their representative offices and branches, citizens engaged in entrepreneurial activities without forming a legal entity, when they are registered in the Unified State Register of Enterprises and Organizations (USRPO);
6) conducts common policy in the field of collection, processing and transmission of statistical information taking into account the current level of development information technologies, interacts with regional and municipal information systems;
7) ensures the application of organizational and technical measures to protect information, including information constituting a state or other secret protected by law, and information of a confidential nature;
8) provides legal entities, their representative offices and branches, citizens engaged in entrepreneurial activities without forming a legal entity, with forms and instructions for filling them out necessary for conducting state federal statistical observations;
9) in order to ensure equal access to official statistical information for all interested users, issues information and analytical materials, uses information systems and networks;
10) conducts explanatory work in the media on issues related to state statistical observations and official statistical information;
11) develops and implements, in accordance with the established procedure, a mobilization preparation plan for the committee, as well as an action plan in case of emergency situations;
12) provides efficient use state property committee;
13) ensures that album users are provided with unified forms of primary accounting documentation and their electronic versions on a contractual basis;
14) participates in the maintenance of all-Russian classifiers of technical, economic and social information assigned to the State Statistics Committee of Russia;
15) ensures that, in the prescribed manner, users are provided with information about all-Russian classifiers and changes made to them, recorded on machine media, including using telecommunications;
16) carries out, on a contractual basis at the expense of customers, work on collecting and processing information that is not official statistical reporting, developing projects of statistical tools and programs for regional and municipal surveys, using official statistical methodology, and other information and statistical work.
12. The Committee has the right:
1) request, in the prescribed manner, information on the forms of state statistical and accounting reporting from all legal entities, their branches and representative offices and citizens engaged in business activities without forming a legal entity. This information is provided free of charge;
2) request from individuals information necessary for conducting state statistical observations;
3) request from bodies carrying out state registration of legal entities and citizens engaged in entrepreneurial activities without forming a legal entity, bodies carrying out licensing of certain types of activities, other executive authorities, as well as state extra-budgetary funds, copies constituent documents and other information about legal and specified individuals necessary for maintaining the Unified State Register of Enterprises and Organizations (USRPO);
4) provide explanations on the methodology and organization of state statistical observations and official statistical information;
5) exercise control over the implementation by all legal entities and citizens carrying out entrepreneurial activities without forming a legal entity, the legislation of the Russian Federation in the field of state statistics;
6) apply administrative penalties for violation of the procedure for submitting statistical information in accordance with the legislation of the Russian Federation;
7) submit to the State Statistics Committee of Russia proposals for the reorganization of the Committee in the manner established by the legislation of the Russian Federation, within the limits of the maximum number of employees and allocations for their maintenance approved by the State Statistics Committee of Russia;
8) carry out information exchange of statistical data with foreign users in the manner established by the State Statistics Committee of Russia;
9) convene meetings on issues within the competence of the Committee, with the participation of representatives of government bodies of the Republic of North Ossetia-Alania, territorial bodies of federal executive bodies, local governments, legal entities, citizens engaged in business activities, and other economic entities;
10) carry out, in accordance with the established procedure, work (services) that are not included in the federal program of statistical work, at the expense of customers.
13. The committee is headed by the chairman - the head of the territorial body of the Goskomstat of Russia, who is appointed and dismissed by the chairman of the Goskomstat of Russia with consideration at the board of the Goskomstat of Russia. Appointment to the position of chairman - head of the territorial body of the State Statistics Committee of Russia is carried out in agreement with the plenipotentiary representative of the President of the Russian Federation in the Southern Federal District.
The chairman - head of the territorial body of the Goskomstat of Russia has deputies who are appointed to the position and dismissed from office upon his recommendation by the chairman of the Goskomstat of Russia. Appointment to the position of deputy chairman - head of the territorial body of the State Statistics Committee of Russia is carried out in agreement with the plenipotentiary representative of the President of the Russian Federation in the Southern Federal District.
The Chairman - head of the territorial body of the State Statistics Committee of Russia bears personal responsibility for the implementation of the tasks assigned to the Committee and the implementation of its functions.
14. Chairman - head of the territorial body of the State Statistics Committee of Russia:
1) manages the activities of the Committee;
2) on the basis and in pursuance of current legislation, orders, resolutions, instructions and instructions of the State Statistics Committee of Russia, issues orders and gives instructions that are mandatory for execution by employees of the Committee;
3) distributes responsibilities among his deputies;
4) appoints and dismisses employees of the Committee and its divisions in accordance with the established procedure;
5) decides, in accordance with the legislation of the Russian Federation on civil service, issues related to the passage of the federal civil service in the Committee and its divisions;
6) submits projects in accordance with the established procedure for consideration by the State Statistics Committee of Russia regulatory documents on issues within the competence of the State Statistics Committee of Russia;
7) approves the structure of the Committee in agreement with the State Statistics Committee of Russia, regulations on structural divisions and staffing table committee within the limits of the established number and wage fund of employees, an estimate of the costs of its maintenance within the limits of the approved budgetary allocations;
8) exercises other powers in accordance with the regulations of the State Statistics Committee of Russia.
15. In the Committee, by decision of its head, a board is formed consisting of a chairman - the head of the territorial body of the Goskomstat of Russia (chairman of the board) and deputy chairmen - the head of the territorial body of the Goskomstat of Russia, members of it ex officio, and other senior employees of the Committee. The board may include representatives of other executive authorities of the Republic of North Ossetia-Alania, leading scientists and specialists.
The Board considers the main issues related to the implementation of the tasks assigned to the Committee, as well as other issues related to the activities of the state statistics system.
In case of disagreements between the chairman and members of the board, the decision is made by the chairman, reporting on the disagreements that have arisen to the State Statistics Committee of Russia. Members of the board can also report their opinions to the State Statistics Committee of Russia.
16. The Committee, within the limits of the maximum number and wage fund established by the State Statistics Committee of Russia, can create, in agreement with the State Statistics Committee of Russia, interdistrict, district, city departments of state statistics and delegate to them the necessary functions within its competence.
17. The committee is legal entity, has a form and a stamp with an image State emblem Russian Federation and with its name, accounts with the federal treasury and credit organization (for transactions with foreign currency), opened in accordance with the legislation of the Russian Federation, other details.
