Before talking in detail about the standard working time (hereinafter also referred to as NW), you should understand the basics: what it consists of and what it affects. In this article, we examine in detail how the standard working hours for 2017 are calculated.

Annual challenge

To release any type of product, including absolutely different industries industry and production, the agricultural sector, it is necessary to use the labor skills of the relevant personnel. From getting a kitchen stool to creating a jet plane, any product or product is still produced with human participation.

A group of specialists, a large team or an individual master in his sector of activity spend a certain amount of time on work. Therefore, when planning production processes and mutual cooperation with other companies and buyers of manufactured products, the manufacturer must calculate working hours in advance for each specialty involved in his enterprise. Ultimately, this affects the number of employees who can be hired by the organization.

In short, management, together with the human resources department and standard-setters, have to calculate the NIR every year.

How to determine the annual rate

First, let's explain the term itself. By general rule standard working time is the number of hours spent on work during a calendar period. Usually. The basis is 40 hours a week.

Today it is calculated on the basis of the procedure set out in the order of the Ministry of Health and Social Development of the Russian Federation dated August 13, 2009 No. 588n (hereinafter also referred to as the Procedure).

According to the provisions of this regulatory act, the length of the working week (with a norm of 40 working hours, and sometimes less) is divided by the number 5 (if a person works on a 5-day schedule) and multiplied by the number of working days in a year. Then, from the result obtained, the number of hours by which the working days were shortened, which occur right before official public holidays, is subtracted:

  • New Year;
  • 9th May;
  • other similar holidays.

By law, a working day and at the same time a pre-holiday day are usually considered shortened by 1 working hour.

The standard working hours for the next year must be calculated before the end of the previous year. In this case, you need to take into account:

  1. Requirements of the labor legislation of the Russian Federation.
  2. Decrees of the Government of the Russian Federation correcting working days and holidays on next year.

So, regarding the period of 2017, the Cabinet of Ministers of the Russian Federation issued Resolution No. 756 dated August 4, 2016. It states that the following rest days will be postponed:

  • 01/01/2017 to 02/24/2017;
  • 01/07/2017 to 05/08/2017.

It is possible that for a newcomer to the field of labor regulation, these procedures will seem confusing and difficult to understand. However, only by taking into account all these regulations and by-laws can one find out how the standard working hours for 2017 and subsequent working periods are correctly calculated.

Amount of working hours in 2017

When determining it, the following provisions should be taken into account:

  • even if an employee works 5 or 6 days a week, Sunday is considered a day off;
  • It is possible to reschedule a day off for individual specialists only if the company, for objective reasons, is unable to stop the work process for the weekend. That is, staff must perform their duties both on Saturday and on Sunday. This is stated in Article 111 of the Labor Code;
  • Article 112 of the Labor Code of the Russian Federation contains a list of holidays upon the occurrence of which workers rest.

The Labor Code also includes the New Year holidays (from 01.01 to 08.01 inclusive) as holidays. Christmas is also classified as a holiday with a designated day off.

In addition, a holiday that falls on a weekend carries over such a day of rest. This principle works every year. The only exceptions are the first 8 days of January - New Year and Christmas. The fact is that the transfer of rest days to the New Year holidays does not automatically occur. Every year, the Government of the Russian Federation, in a separate order, approves the days when enterprise employees rest and do not go to work. This point is stipulated by part 5 of article 112 of the Labor Code of the Russian Federation.

According to the law (Part 1 of Article 95 of the Labor Code of the Russian Federation), the duration of the working day on the eve of an official holiday should be reduced by 1 hour.

All of the above requirements of the Labor Code of the Russian Federation, as well as taking into account the Procedure, are the basis for calculating working time for the calendar year. Speaking specifically and in numbers, the standard working hours for 2017 will be as follows:

Average monthly NRT for 2017

Meanwhile, knowledge of the total annual time spent on work does not provide a complete picture of working hours in each month. Full accounting requires being aware of the average monthly working time (each month separately).

For these purposes, the number of calendar days in a month matters. It can be from 28 to 31. Thus, 2017 is not considered a leap year. In addition, each month has its own number of holidays and weekends. And it varies significantly. For example, in January, a full 8 days in addition to the weekend were declared non-working. But April and October in 2017 have no non-working days at all holidays.

Thus, the average monthly number of working hours can be used to plan the work process. It is necessary to collect together all the data for a particular year and the duration of work in it, calculated in hours.

It is generally accepted that the average amount of working time per month is obtained by dividing the total annual amount of hours by 12. Thus, for employees with different working hours, the standard working hours for 2017 are shown in the table.

Other NRVs for 2017 in Russia

In practice, accounting and human resources departments need additional data on working time standards for 2017. The information will be more complete if you know that in 2017, with a 40-hour work week:

Local features

The above figures apply to all Russian Federation. But some regions may declare their own days of rest associated with local religious holidays. Namely, on the basis of Article 4 of the Law “On Freedom of Conscience and Religious Associations” dated September 26, 1997 No. 125-FZ.

There are also additional provisions that allow the authorities of the constituent entities of the Russian Federation to make some calendar dates holidays for reasons other than religious ones. This is Article 6 of the Labor Code and paragraph 8 of the letter of the Ministry of Labor of Russia dated June 10, 2003 No. 1139-21.

In such cases, the calculated standard working hours for 2017 will look different than generally for Russia.

Local weekends have a significant feature. If they are introduced, then the region will compensate itself for all losses in income.

Accounting for employee category

It is necessary to calculate the NIR taking into account the category of specialist and the specifics of the work. Yes, in some moments work time staff must be cut. Despite the fact that other employees of this company who work the same schedule do not receive changes in their work routine.

For example:

  • Article 92 of the Labor Code talks about the working time limit for employees with disabilities of the first two groups. They can be employed at the enterprise for a maximum of 35 hours per week;
  • if there is work with hazards of the 3rd or 4th degree - no more than 36 working hours;
  • Article 94 of the Labor Code of the Russian Federation limits the working time of minor employees. Duration – no more than 7 hours a day. And if he is under 16 years old, then a maximum of 5 hours at work.

Each enterprise takes these points into account and takes into account the time spent on the work process as a whole.

That is, such a calendar is compiled independently on the basis of a regular calendar, where weekends and holidays are indicated. It can be purchased at any bookstore before next year. An enterprise that calculates working hours for staff should carefully monitor annual changes in the calendar and the coincidence of holidays and weekends. Where and how are working time standards applied?

The standard working time is determined by the total number of hours that need to be worked over a certain calendar period.

This indicator is used to approve the operating mode of the enterprise. The standard was developed taking into account the adequate distribution of the workload on the employee, preventing the arbitrariness of the employer in terms of unauthorized increase in the number of working hours.

The Labor Code defines the duration of working hours - 40 hours per week for full-time employment (Article 91). Article 92 specifies the duration of a shortened working day for adolescents under 16 years of age, young people from 16 to 18 years of age, disabled people, hazardous workers and teachers.

The length of the working week for each category of citizens allows us to calculate the standard working hours for any month.

For this they take weekly norm working hours, divided by 5 (the number of working days in a classic 5-day week), and then multiplied by the sum of working days in a particular calendar month ( total number days minus weekends and holidays). The result is the standard working hours for the billing month.

Important! If there were holidays in the month, then it should be taken into account that the weekday preceding them is always 1 hour shorter than the standard working hours. Thus, from the number of days obtained by the specified formula, one more hour must be subtracted for each day preceding the holiday.

So in a simple way receive the number of hours that each employee must work to receive 100% of the salary. Based on the ratio of days actually worked to the standard for a specific month, the amount is determined wages.

Working time standards are used to organize the work regime of workers of any profession. The production standard applied at manufacturing enterprises is, in fact, also a type of standardization of working time.

Holidays and shortened days according to the calendar

Below is a table from which it is clearly seen that in 2017 there will be several “long” weekends. We also note that a shortened working day involves reducing working time by 1 hour.

Transfers of holidays in 2017

In 2017, January 1 and 7, as well as November 4 fall on weekends. Therefore the transfers will be as follows:

  • From Sunday January 1st to Friday February 24th
  • From Saturday January 7th to Monday May 8th
  • From Saturday November 4th to Monday November 6th

How and why are weekends postponed?

There are 14 official holidays in Russia. Every year the Government adopts another resolution on their transfer. Such an event is carried out in order to optimize the production calendar and avoid a “ragged” work schedule. There are several simple rules transfer:

  • If a holiday falls on a weekend, it is moved to the working day following that weekend.
  • Working hours on the day preceding a holiday are reduced by 1 hour.
  • In order for workers to be able to rationally use their rest days, weekends are sometimes transferred to weekdays. For the same reasons, it is allowed to transfer 2 days off from vacation to new year holidays for any other month.

Production calendar with a six-day work week

The law provides that some enterprises can establish a 6-day working week (Article 100 of the Labor Code of the Russian Federation). With this work schedule, the day off will be Sunday (Article 111 of the Labor Code of the Russian Federation). At the same time, the number of working hours on the eve of a day off cannot be more than 5 hours (Article 95 of the Labor Code of the Russian Federation). The limitation of 40 working hours with a 6-day working week remains (Article 91 of the Labor Code of the Russian Federation), therefore in practice the following scheme for distributing the number of hours by day of the week is often used, in the order from Monday to Saturday: 7+7+7+7+7 +5=40.

The classic workflow model provides for a 5-day work week with 2 days off and a working day, the duration of which is 8 hours. Not all enterprises can work according to this scheme, so there are other work schedule options:

  • Irregular working hours. For employees who stay at work after the end of the working day or come to work before it starts. The Labor Code of the Russian Federation strictly defines the list of positions for which this is permissible.
  • Shift work. Introduced in enterprises that operate longer than the maximum permissible daily work duration.
  • Flexible schedule. Provides the ability to select the start time, end time and duration of the working day. The main thing is to develop the required hours per month and year.
  • Fragmented workday. A working day with a break breaking it up into parts. In total, cannot exceed the permissible Labor Code duration of daily work.

Important! In work schedules other than the classic five-day workday, the summarized accounting method is used. In this case, it is not the weekly standard that is taken into account, but the monthly or even annual one. The duration of working hours for the period, on average, must be equal to the duration of the working day permitted by the Labor Code.

Why do you need a production calendar?

Employees of HR departments and accounting departments cannot do without a production calendar. However, this document is also used by other employees of various companies and enterprises. So, to summarize, we can highlight why it is needed:

  • Drawing up a work schedule. Using a production calendar allows you to take into account the number of weekends and working days in the month for which the schedule is being drawn up.
  • Determination of the norm of working time for each period. The specifics of calculating this indicator will be discussed below.

How is the annual rate determined?

First of all, it is necessary to define the norm itself. The standard working time is the total number of hours that an employee is required to work during a certain period of time (year, quarter, month, week).

Standard working hours for 2017 is calculated in accordance with the procedure established by order of the Ministry of Health and Social Development of the Russian Federation dated August 13, 2009 No. 588n (hereinafter referred to as the Procedure). According to this regulation, the length of the week (the norm is 40 hours, but sometimes it can be less) must be divided by 5 and multiplied by the number working days per year (with a 5-day work week). Then, from the resulting figure, it is necessary to subtract the hours by which working days were reduced before non-working holidays during the year (for example, before May 9, March 8, etc., working days are reduced by 1 hour).

Norms for the year are calculated before the end of the previous year calendar year taking into account the requirements of the Labor Code of the Russian Federation and the annually adopted resolutions of the Government of the Russian Federation regarding the postponement of holidays falling on Sunday or Saturday, work on which is not allowed. At the same time, the decision, according to Art. 112 of the Labor Code of the Russian Federation must be adopted and put into effect no later than a month before the end of the calendar year.

For 2017, Resolution No. 756 dated August 4, 2016 is in effect. It established that the following rest days are postponed:

  • January 1 - February 24;
  • January 7 - May 8.

About the number of working hours in 2017

Counting standard working hours for 2017, the following rules must be taken into account:

  1. Sunday is a day off regardless of whether employees are working five or six days a week. It is only allowed to postpone the day off for individual categories workers on another day, if the enterprise for any reason cannot suspend its work for the weekend and someone is forced to work on Sunday or Saturday (Article 111 of the Labor Code of the Russian Federation).
  2. There is a list of holidays during which work is not performed (established by Article 112 of the Labor Code of the Russian Federation). This includes the New Year holidays from January 1 to January 8 (excluding January 7, since this is also a holiday when work is not done - Christmas), Victory Day (May 9), etc.
  3. If a holiday falls on a weekend, the day of rest is postponed. This rule always applies, with the exception of the period from January 1 to January 8, that is, the New Year holidays and Christmas. Transfers on these days do not automatically apply and are separately approved by the Government of the Russian Federation every year in accordance with Part 5 of Art. 112 Labor Code of the Russian Federation.
  4. The duration of work on the day before the holiday is reduced by 1 hour (Part 1 of Article 95 of the Labor Code of the Russian Federation).

Based on these requirements of the code and taking into account the Procedure, the norm for the year is calculated. Specifically general standard working hours for 2017 is:

  • for a week of 40 hours - 1973 working hours;
  • for a week of 36 hours - 1775.4 hours;
  • for a week of 24 hours - 1182.6 hours.

Average monthly working hours in 2017

The total number of hours tells little about how work is progressing month by month. That is why, for complete accounting, it is necessary to know how many hours of work there are per month. It is important to take into account both the number of days in a month - from 31 in some months of the year to 28 in February (2017 is a non-leap year), and the number of holidays and weekends falling in a particular month. This quantity can vary greatly. In particular, in January there are 8 additional non-working days - in 2017 this will lead to the fact that those working on a five-day week will have 10 days off (January 9 and 10 fall on Saturday and Sunday). At the same time, in April or October there will be no non-working holidays at all.

Accordingly, to plan working time, a value such as the number of working hours on average per month can be used. To do this, you can use the data already given above on the total annual labor time in hours.

To find out the average number for a month, you need to divide this number by 12 (the number calendar months per year). As a result we get the following:

  • for a 40-hour week - 164.42 hours;

Other time standards for 2017 in Russia

Also, the work of the accounting department or human resources department at the enterprise may require other working time standards for 2017. Here are the basic data for a 40 hour week:

  • total days when work is carried out - 247;
  • weekends and holidays - 118;
  • shortened days - 3.

Wherein:

  • in the first quarter - 57 working days, 520 hours;
  • in the second quarter - 61 days, 488 hours;
  • in the third quarter - 65 days, 520 hours;
  • in the fourth quarter - 64 days, 511 hours.

The data presented apply to Russia as a whole, but it must be remembered that local non-working holidays are also allowed in the regions. In particular, Art. 4 Federal Law “On Freedom of Conscience and Religious Associations” dated September 26, 1997 No. 125-FZ allows local authorities in the regions to do this at the request of religious organizations. Additionally Art. 6 of the Labor Code of the Russian Federation and paragraph 8 of the letter of the Ministry of Labor of the Russian Federation dated June 10, 2003 No. 1139-21 allow local authorities to introduce days off for other reasons. The only limitation here is that all associated revenue losses or increased budget expenses must be compensated by the region in which such a decision was made.

In addition, when calculating the standard hours, one must not forget that it also depends on the category of the employee. In some cases, the duration of work - either for a week or for a day or shift - must be reduced, even if for all other employees of the same organization the usual procedure applies (i.e. 5 days, each of which contains 8 working hours, totaling - 40). In particular, Art. 92 of the Labor Code of the Russian Federation indicates that for workers with disabilities of the first 2 groups, a week cannot be more than 35 hours, and for those employed in hazardous work of the 3rd or 4th degree - no more than 36 hours. Also Art. 94 indicates that minor employees should not work more than is established by law (7 hours a day, if they have not yet turned 16 years old - 5). All this must be taken into account when calculating the norm for the enterprise and its further application.

Production calendar for planning and recording working hours for 2017

Quite often, all information regarding working hours, holidays and weekend transfers is presented in the form of a production calendar. Unlike the Labor Code of the Russian Federation or the Procedure mentioned above, such a calendar does not have the force of a normative act and is not officially approved, but it is very convenient to use, so it is often used in practice.
