Annual ranking of the most comfortable cities in the world to live in. Australian Melbourne was recognized as the most comfortable city in the world to live in; the authors of the study named Damascus the worst for living. As for our capital, Minsk traditionally was not included in the rating.

The quality of urban life index is composed of 30 indicators, which are combined into five control groups that determine living conditions in the cities under study: stability, healthcare, culture and environment, education, infrastructure. In the final rating, points from 1 to 100 are awarded for each of 30 indicators, where 1 point corresponds to the worst living conditions, and 100 points to the best. The total score for each city is also formed on a 100-point scale, where 100 points is the maximum possible result. The current edition of the study presents a comparative analysis of 140 cities around the world.

In 2017, the leader in the ranking is Melbourne (Australia), which, according to the authors of the study, is the most comfortable city in the world to live in. Vienna (Austria) took second place, and Vancouver (Canada) took third place. The top ten best cities in the world in terms of quality of life are presented in the table and photo gallery below.

As a rule, the best cities to live in the world according to the ranking compilers are medium-sized urban agglomerations in economic terms. developed countries with low population densities such as Australia, Canada, New Zealand. Relatively low performance large cities such as London, New York, Paris and Tokyo are due to high security risks associated with increased crime rates and other threats, as well as high load on infrastructure. However, these shortcomings are partly compensated by the higher level wages, wide economic opportunities, rich cultural life and favorable location.

The worst cities in the world (in descending order of ranking) this year are Damascus (Syria), which ranks last due to ongoing civil war in the country, Lagos (Nigeria) and Tripoli (Libya). It should be noted that this year for the second time Kyiv (Ukraine) entered the top ten, whose rating has been declining over the past few years due to political and economic destabilization in the country.

When choosing a locality for further residence, we advise you to look at the rating of Russian cities in 2019 and the rating of the best cities in Russia for living in 2019.

Krasnodar by level
square city
Petersburg

Using open sources of information, you can conduct an analysis to identify the best cities to live in.

Selection criteria:

  • income level of the population;
  • employment and labor market;
  • living conditions of the population;
  • safety of residence;
  • demographic situation;
  • environmental and climatic conditions;
  • population health and level of education;
  • provision of social infrastructure facilities;
  • level of economic development;
  • level of small business development;
  • development of the territory and development of transport infrastructure.

Why not the capital

Every year, sociologists conduct surveys and studies to find the best cities in the world or individual countries. Today you will learn about the best cities in Russia. The leader of the ranking of Russian cities in terms of living standards in 2019, oddly enough, is not Moscow.

  1. Tyumen.
  2. This settlement has the best education, a high level of income of the population, there are many places for recreation, including those with children, the roads are good condition, and healthcare works “like clockwork.” The honorable first place in the ranking of which city is best to move to live in Russia in 2019 is deservedly awarded to Tyumen.

  3. Moscow.
  4. The capital continues to enjoy a high standard of living. This is due to a number of factors: Muscovites have the best social package in the country, high salary levels, and interesting leisure opportunities. Compared to the inconveniences experienced by northerners, the standard of living of a Muscovite improves in proportion to their salary.

  5. Kazan.
  6. In the ranking of Russian cities in terms of quality of life in 2019, the top three is Kazan, which is the sixth largest city in Russia in terms of population. The capital of the Republic of Tatarstan can boast of the quality of the education sector, the condition and quality of service of the housing stock, as well as the state of the road infrastructure.

  7. Krasnodar.
  8. The sharply increased number of people wishing to move to this city speaks of its growing popularity. Krasnodar is a large industrial center in the south of the country. It has been repeatedly named one of the best cities to build a business. It is in Krasnodar that the minimum unemployment rate is registered.

  9. Saint Petersburg.
  10. St. Petersburg is considered one of the best metropolitan areas in the areas of healthcare, education and life safety. Cultural significance Petersburg is quite large. It is also a major tourist center. There are the most famous historical and cultural monuments here.

Millionaire cities

To find out which major cities in Russia have more than one million inhabitants, just look at our list.

  1. Moscow.
  2. The capital's population is over 12 million people. The most populous of the cities located entirely in Europe, it is among the top ten cities in the world by population.

  3. Saint Petersburg.
  4. Novosibirsk
  5. The city is the center of the Novosibirsk agglomeration - the largest in Siberia. According to the latest data, the number of inhabitants is 1,584,138 people. Trade, business, cultural, industrial, transport and scientific center of federal significance.

  6. Ekaterinburg.
  7. One of the country's largest transport and logistics hubs, an important industrial center. The population of Yekaterinburg is over 1,428,000 people.

  8. Nizhny Novgorod.
  9. Nizhny Novgorod is one of the centers of Russian information technologies. More than 1,268,000 people live in the city.

What about the environment?

Ecology is an important factor in choosing a permanent place of residence. Therefore, it is worth compiling an environmental rating of Russian cities in 2019 to identify the most polluted.

  1. Norilsk.
  2. The main pollution is associated with the work of the largest complex, Norilsk Nickel. This enterprise emits 2 million tons of air pollution per year, which is almost 100% of all city emissions.

  3. Moscow.
  4. The total annual emissions are 995.4 thousand tons, of which 92.8% come from cars.

  5. Saint Petersburg.
  6. The annual emission of atmospheric pollution from the cultural capital is 488.2 thousand tons, of which 85.9% is vehicular emissions.

  7. Cherepovets (Vologda region).
  8. The total annual volume of emissions is 364.5 thousand tons, 95% comes from stationary sources, and the Severstal metallurgical plant makes the main contribution to air pollution.

  9. Asbestos (Sverdlovsk region).

And now about the pleasant things

Let's find out which cities are considered the cleanest in terms of environmental indicators and, accordingly, the most favorable for life. What do experts pay attention to when researching the issue of “clean cities?”

  • presence of green spaces;
  • concentrations of hazardous industries;
  • waste collection and disposal;
  • quality of drinking water.
  1. Pskov.
  2. This locality is famous for its many green spaces, gardens and park areas. Dense coniferous forests located outside the city limits play a big role in air purification. Therefore, the degree of air pollution remains consistently low.

  3. Smolensk
  4. Smolensk is surrounded by forests; in addition, the city is rich in functioning eight recreation parks, over ten public gardens and gardens, and four forest parks. The level of air and water pollution is low.

  5. Murmansk.
  6. Murmansk deserves the title of one of the cleanest cities, therefore it occupies an honorable third place in the rating of environmentally friendly cities of Russia 2019. Forests occupy 43% of the total area of the city. The dust content in the air is much lower than the sanitary standard, and the water is perfectly clean.

  7. Nizhnevartovsk
  8. Despite the harmful enterprises, environmental pollution in this locality is at the normal level, and the streets of Nizhnevartovsk are completely clean and well-groomed.

  9. Sochi.
  10. Absence of heavy industrial enterprises that cause the greatest damage environment, coupled with beautiful nature, allow Sochi to be considered one of the most ecological cities in Russia.

Dear Life

Russia is a large country, the standard of living in each region is different. Somewhere you need to open your wallet wider so that you have enough for the essentials. But in some places, a small amount is enough to live luxuriously. Where are such heavenly places and which ones should you not even lay your eyes on? We present the most expensive cities in Russia.

The leader in the ranking of Russian cities in terms of wages in 2019 was Moscow, where the average salary is 45,000 rubles. Also, do not forget that the most expensive settlement is Bilibino, which beats the ranking of the most expensive cities in the world in 2019.

Recently, the Financial University under the Government of the Russian Federation released a study in which he named the 10 best cities in Russia in terms of quality of life. Cities were assessed based on five indicators: quality of medical care, roads and road infrastructure, culture and education, housing sector, assessment of the work of city authorities and migration sentiments. We found out why these cities are really good to live in.

1. Tyumen

It is not surprising that the city is now in first place - urban infrastructure is actively developing in Tyumen. The quality of roads in the city is at a high level, but, unlike the Russian capital, everything is nearby, so you don’t have to sit in traffic jams for hours. If you live on the outskirts of Tyumen, you can still easily and quickly get to the city center. There are 155 private medical clinics and 19 public ones in Tyumen. The service is at a high level. Education is also not bad - there are eight universities to suit every graduate’s taste, as well as many colleges. The local administration also takes care of the leisure of city residents: theaters, museums, cinemas. There is even a zoo and a water park. The population of the city has been constantly growing since 2011 - now 740 thousand people live in Tyumen, while the average salary in the city is 51 thousand rubles.In general, living in Tyumen is really convenient and comfortable. The only problem - Cold winter and some ecological problems, but this is generally typical for all of Russia.

2. Grozny

Grozny has the best roads in the country. 97% of city residents are satisfied with the state of the road infrastructure, and this already says a lot. The average salary is approximately 20 thousand rubles, which is higher than in the entire region. The city is actively being built up and restored, so there is where to walk and what to see. There are three higher educational institutions and 25 medical clinics in Grozny. In addition, unlike most cities, Grozny has a good mild climate and hot summers. The bulk of the population are believers, so clubs and other similar entertainment are not common here. Blogger Varlamov noted that, despite the sad history, you feel very safe in the city.

3. Kazan

Beautiful and historical Kazan has long attracted tourists. Usually it is visited third: after Moscow and St. Petersburg. Living here is also quite comfortable: good climate, convenient infrastructure, rich cultural life. The average salary is 37 thousand rubles per month, and since this is an industrial city, finding a job is quite easy. There are more than 400 public and private clinics in Kazan. There are environmental problems, but they are not critical. Local residents also complain about traffic problems, but these too are gradually being resolved. For example, a metro was built for the 1000th anniversary of Kazan.

4. St. Petersburg

The second most important city in Russia cannot be named ideal place for life. High cost of living, poor climate and ecology, traffic jams - all these are inevitable consequences of the development of a metropolis. The average salary in St. Petersburg is 53 thousand rubles, and housing costs several times more. But on the other hand, living in St. Petersburg is very interesting - in terms of the variety of cultural leisure, this city surpasses all others on the list. In addition, there is a wide list of top educational institutions. There are places to get treatment - 89 public clinics and hundreds of private ones.

5. Krasnodar

150 kilometers to the sea, warm climate, rich story— all this distinguishes Krasnodar from other cities. True, some people don’t like this climate - in summer the temperature can be above 40. Locals also complain about the environment - all city beaches have been closed for a long time, and the cleanliness of the air leaves much to be desired. But there are also advantages - housing and communal services are well established, the infrastructure is quite good, the average salary is slightly higher than in the country (31 thousand rubles). The education and entertainment sector is well developed.

6. Ufa

WITH The capital of the Republic of Bashkortostan took 6th place in the ranking of prosperous cities. Ufa is a regional center, so there are many educational institutions that attract students from all surrounding cities. The average salary is 30 thousand rubles. There are various businesses operating in the city, so there is plenty of room to work here. The city has a developed infrastructure and good roads, and public utilities cope with their responsibilities quite well. In general, Ufa, of course, is not an ideal city to live in (in particular, there are environmental problems), but it is quite worthy. In addition, it does not stand still and is rapidly modernizing and changing.

7. Novosibirsk

In 7th place is the “capital of Siberia”. Novosibirsk amazes with its scale - there are multi-lane roads, huge buildings, wide squares. The city is actively being built up and modernized (by the way, there is a metro). The city has dozens of educational institutions, cultural and sports facilities. Everyone in Russia has heard about the famous Novosibirsk Academy Town. There is also a zoo and 16 cinemas. Of the minuses - sharply continental climate(it’s better to leave the house with a spare set of clothes), air pollution and generally not very good ecological situation. But because of the developed industry, it is quite easy to find a job (average salary is 30 thousand rubles).

8. Moscow

The capital of the city is located on the 8th line of the ranking, and there are reasons for this. The average Muscovite will complain to you about hours-long traffic jams, poor ecology, high cost life and having to get up at 5 am to get to work. But Moscow also has its advantages. For example, the highest average salary in the country (almost 70 thousand rubles), as well as ample opportunities career growth and training. The cultural life of the capital is also very rich: concerts of world celebrities, exhibitions, festivals, etc. are regularly held. That is why thousands of young people who dream of proving themselves come to the city every year. In addition, in recent years, the mayor of Moscow has been actively developing infrastructure and solving existing problems.

9. Krasnoyarsk

Krasnoyarsk lies near the Yenisei River. For a long time it was the merchant center of Siberia, and now receives diplomas forformation of an effective model of social support for the population. By the way, the climate of the city has changed due to human activity. True, because of this, the environmental situation has also changed (Krasnoyarsk is regularly included in anti-ratings on this issue). But the city administration is actively working in this direction and is engaged in landscaping Krasnoyarsk.The average salary is 38 thousand rubles, finding a job is quite easy. It is not only an industrial, but also a commercial city.In Krasnoyarsk there are several maternity hospitals, an oncology center, several emergency rooms, two large hospitals - the Regional Hospital and the Emergency Hospital. The city's public utilities have always been in excellent condition. Very close to Krasnoyarsk interesting protected places Therefore, tourism is also developing. In general, the city is really quite suitable for living.

10. Kemerovo

The city is the administrative center, so there are no problems with work here. The average salary is 26 thousand rubles.The climate is not the most pleasant - sharply continental with severe frosts and hot summers. The ecology in the city is bad - you can’t swim in the reservoirs, and the air is polluted. Despite these problems,Living in the city of Kemerovo is, in general, comfortable. There are good roads, developed infrastructure, and low utility bills. Kemerovo is also a scientific and educational center of the region: service sectors and trade are actively developing here. Shopping centers There are many places in the city where you can not only find entertainment, but also work.

The young journalist Gosha, in a checkered shirt, with a beard and many small tattoos, is drawing a comic book about Tyumen - three issues are already ready. Like any decent comic, main character- a superhero, his name is Tyumen. But unlike his overseas colleagues, Tyumen fights not so much with monsters, but with the imperfections of human nature. - Even when I was studying at the university, I noticed how much Tyumen is saturated with oil, the very idea of oil. In the comic, I just wanted to show how this affects people’s relationships and their consciousness.

According to the plot of the comic, oil is an intelligent substance that aliens dropped on Earth. After millions of years, people discovered it and wanted to control it. But “live oil” only seemed harmless. In fact, she quickly seized control over people.

One of the most prominent characters in the comic is the villain, his name is the Ruthless City Manager. Oil clouded his mind so much that he began to do terrible things just to attract more tourists to the city or to make a profitable deal. Of course, all this is a play of the imagination, and it is needed in order to show the reader in such a grotesque form how dangerous industrial culture can be.

We spoke with Gosha in April, when we held the youth “Media Polygon Tyumen-24”. Then we did not yet know that Tyumen would take first place in our ranking for the first time. That is, they knew that they would take a very high place - this situation has remained unchanged since in 2010 we expanded our research into cities with populations of over a million people to those where more than 600 thousand people live. But in all recent years after the crisis of 2009, Krasnodar was in first place, and in 2008 - Yekaterinburg. Krasnodar is still, one might say, a leader: its second place overall does not mean a deterioration in performance - it simply lost to Tyumen due to the love of the townspeople, and Kazan has caught up with it.

Krasnodar is still, one might say, a leader: its second place overall does not mean a deterioration in performance - due to the love of the townspeople, it lost to Tyumen, and Kazan caught up with it

Tyumen is the center of a wealthy region with clear and socially oriented management: with the highest budget expenditures per capita among its competitors (30 thousand rubles per year), and the average salary in the city is second only to Moscow (50,500 rubles). We do not include Moscow (both the city and the region, whose budget for improvement alone is comparable to the budget of any Central Russian region), and at the same time St. Petersburg (so as not to be offended), although different years The love of the residents was assessed, and it was no more than in many other cities. In fact, our rating is a league of competition for the “third capital”, in which Yekaterinburg and the industrial centers of the Urals were first in the lead (Chelyabinsk was the city’s favorite city back in 2012, but has fallen greatly in recent years). Then, after the fall of industry in 2009, the Urals slightly lowered their statistical indicators and the south, led by Krasnodar, rose to the top - with agriculture and the Olympics, complementing the industry. And since the Universiade, everything has been strongly supported by Kazan.

But perhaps the formulation of the task (the game for the title of the third capital) is already outdated and it’s time to count everyone - if only because Tyumen positions itself as the best city on earth.

By the way, what do you think about the slogan “Tyumen is the best city on earth”? - we asked the head of the city administration, Alexander Moor, who does not at all resemble the Ruthless City Manager (apparently, Tyumen oil generally favors people).

He definitely leaves no one indifferent, he provokes. Optimists believe that the city is already the best, pessimists are always dissatisfied with something, but there is a rational grain in their criticism, the main thing is to hear it. In any case, the slogan “Tyumen is the best city on earth” is the goal!

It is not as noisy here as in Moscow, for example, and not as quiet as in small towns. But most importantly, there is freedom here. You can do what you like. I love Tyumen, that’s why I wanted to draw a comic about this city.

Our rating correlates with the richness of the regions, but it is still a rating of cities. It is interesting to understand in detail what makes a city a city: roads, environment, housing, work, shops and theaters, medicine, education and security. What allows large Russian cities even compete with capitals for residents, ideas and investments (23 new industrial production facilities were opened in the Tyumen region in three years).

Government statistics usually deal with regions rather than cities. Regions are more complex objects, they are difficult to compare, and the urban environment in our country is generally similar, so the unique face of local society and governance is more visible. That is, our rating is about the fact that not everything is decided by oil and the budget: the idea, the meaning of the city, the city community, and clear management are important.

For this rating, we scrupulously, piecemeal (state statistics are mostly regional) collected statistical material for twenty-one large cities. And then this rating was compared with a survey of residents: each time we measure not only an objective indicator of development, but also the subjective attitude of citizens to various city affairs. In this rating, we consider both equally important and display the average index. It seems to us that what makes a city a city is not only the infrastructure, but also the citizens themselves. And this method of ours can be applied to assess not only the quality of the authorities’ work, but also the quality of their relationships with citizens.

By the way, the most obvious trend in our rating in recent years is the “people's rating”, and it indicates that the attitude of residents towards their city is deteriorating. This is not very noticeable in Tyumen, Krasnodar and Kazan, but quite obvious in Krasnoyarsk, Volgograd and Togliatti. Chelyabinsk has almost halved in this indicator (from 92% who answered positively to the question “Do you like living in your city?” in 2008, to 47% in 2017). Nine years ago, Chelyabinsk residents were proud of almost everything, but most of all they were proud of their roads and urban development. Now they are biased towards roads, and, moreover, worse than in all other cities, they evaluate the availability of work, the benevolence of residents and mutual assistance (it’s hard to be smiling and generous without work), and even the always decent medicine there.

The natural explanation is nine years of crisis, which hit industrial centers hard, with which cities cope in very different ways. However, Tyumen and Krasnodar developed rapidly during these years. Urban experts have given us another explanation: Russian citizens in general have become more critical because more people is now delving into the details of city life - therefore, the rating reflects not only city patriotism, but also the perception of specific problems by residents, who are increasingly becoming involved in city activism.

So, about the leader of the rating. 86% of city residents are satisfied with life in Tyumen - they like their city. Special mention is made of the quality of roads, public transport, and the availability of comfortable and affordable housing. Phenomenal story: Tyumen has the most people satisfied with the quality of medical care and good doctors! This turned out to be as much as 16%. A little? But in competing cities, as a rule, only 4–6% of residents are satisfied with medicine. It turns out that in terms of this indicator, Tyumen is three to four times ahead of the rest.

At the end of May, the 8th All-Russian Congress of Cardiology will be held in Tyumen. A special website with the support of the regional health department advertises... medical tourism to the Tyumen region. The purpose of such tourism is to attract patients, “residents different regions countries, no matter how far a particular city is from the Tyumen region,” because Tyumen clinics “have mastered the world’s leading technologies, in no way inferior to their federal and foreign counterparts.” Of course, an out-of-town medical tourist in Tyumen will be treated for money.

Why do you volunteer? Is healthcare not shaky or shaky? - we asked 22-year-old Ksenia Sidorenko, a medical university student and curator of the “Medical Volunteers” movement.

No, healthcare is evolving.

If the system were built perfectly, there would be no need for volunteers at hospitals and people like you.

May be…

You work with patients in hospitals, help them in deeds, in words, but what do they say themselves?

Do you know what might be missing? Not enough attention. Because there are a lot of patients, and the staff is running around, fussing, there is a lot of work. What is missing is simple attention to those people who are in the hospital. Because a sick person is a person who needs to be given a lot of attention and psychological support.

As part of the Mediapolygon, we visited many medical centers Tyumen. And we, together with the city residents, notice: medicine here has become more humane. It’s not just about the new buildings - in the perinatal center fathers are allowed to visit children and mothers in order to “improve the psychological state of mothers.” The interaction with the city is quite strong: the emergency doctor says that drivers always give way on the roads. We often saw volunteers, including at the children's cancer center.

12-year-old Vanya with Ewing's sarcoma plays with a volunteer girl in the hall. He watches how she makes different shapes from the balls and remains silent. But there is a smile on his face.

“I don’t like to be pitied,” says his mother Alevtina. - I think that it won’t be easier if you whine at every corner. I'll cry at night. If it’s hard for me, it’ll be hard for him too. Because he understands it all.

In general, life expectancy in Russia correlates quite well with modernization programs; investments in medicine are effective investments. In Moscow, the decrease in mortality was associated with the purchase of equipment, including resuscitation equipment, and the availability of emergency cardiac equipment in the ambulance. Among the leaders in life expectancy (except for the Caucasian republics) are our leaders in the south (Belogorodsky, Stavropol and Krasnodar regions); Tatarstan is close to them, the Tyumen region is slightly lower, but also above average (however, we only have regional figures in this parameter - for the city of Tyumen, obviously, the figures would be higher).

Tyumen can boast of residents' highest assessment of housing affordability, and in terms of an objective parameter - the pace of construction - it is two to three times faster than other cities. It is second only to Krasnodar (if Belgorod were in the ranking, it would also show the highest rates, and even looks better than Moscow in terms of the quality of low-rise construction).

Krasnoyarsk is called the “Russian Las Vegas”. But I chose Tyumen.

The athlete, master of “aggressive rollers” Timofey Lyulyakov moved to Tyumen a little over a year ago from Krasnoyarsk. Before that ten s. extra years jumping, spinning, sliding along parapets and railings: aggressive rollers are Timofey's real passion. That is why the sudden move seems especially strange: after all, Krasnoyarsk is famous not only for its vibrant nightlife, but also for the largest skate park in the country. - Five years ago I met the guys from the Tyumen club SibSub at its opening. And at some point I realized: I have nowhere else to grow at home, it’s time to change something. And in Tyumen they were waiting for me.

He had something to compare with, and he was not disappointed.

Tyumen is beautiful, there are kind people here. They are taking care of the city, making good roads, building convenient interchanges,” the skater shares his impressions. - It is clear that there are always difficulties. You just need to solve them. I rented a house - that’s not a problem, I found a job. The main thing is that here I can learn new things and develop. If you want to achieve something, just go and do it - ride and train as much as possible.

Citizens in Russia have become more critical: more people are now delving into the details of city life. The rating reflects not only patriotism, but also the perception of problems

Indeed, Tyumen spends almost the most on transport and roads (only Nizhny Novgorod takes the lead in this parameter), and besides, this is incredibly highly rated by residents. 49% of Tyumen residents are satisfied with the quality of roads - versus 4% in Nizhny Novgorod.

It’s good and peaceful to live in Tyumen, God has had mercy, there are no terrorist attacks,” Zoya Griban, a cloakroom worker at the regional blood transfusion station, believes that a more comfortable city cannot be found. She moved to Tyumen from Nefteyugansk to follow her husband.

What problems are there in your city?

Traffic jams, of course, are like everyone else’s, but they are working on it, the roads are being actively repaired...

We heard criticism of roads in Tyumen only from striking truck drivers.

And I identified you, you are a journalist! - truck driver Sergei Kireev flared his nostrils and became indignant when he learned that Katya Kuznetsova was a correspondent for Mediapolygon24. - Why don’t you write anything about our boycotts, daughter? The roads are disgusting, it's impossible to drive. Money is allocated, but there are no roads or money in sight! Everyone just says that our roads are good.

Who talks about good roads?

Power, but who else? We truck drivers are constantly on the road - we know everything. They say that the roads are done, you can drive - but not a damn thing is possible! I've been in this business for forty years, I don't believe them. There are no roads at all. A pit upon a pit,” Kireev complains.

But then it turned out that he did criticize the federal highways, not the Tyumen ones.

On weekends, usually on Saturday, I have a detour,” says the head of the city administration, Alexander Moor. - I just get into my car, drive out and see if the roads are clear.

According to residents' perception of the quality of social places (cafes, restaurants, clubs), Tyumen is second only to Krasnodar, and according to the assessment of the urban environment (parks, squares, spaces) - only to Kazan. The current mayor of Moscow, Sergei Sobyanin, is the former governor of the Tyumen region. The innovations that the capital is experiencing today (permanent laying and re-laying of tiles, widening sidewalks, demolishing stalls) have already been tested in Tyumen. At first, Sobyanin was severely scolded here for this, then they began to love him. Temporary inconveniences are a thing of the past, and the city has “opened up.” Time will tell how it will be in Moscow.

In Tyumen, as we have already said, salaries are very high by Russian standards. The city has no competitors here. By turnover retail Tyumen is inferior to Yekaterinburg, which remains the “trading capital” and the leader in fashion consumption. But in terms of income it is higher than everyone else.

In terms of perceived safety, Tyumen is ahead of all cities included in the rating, except Kazan. But it is interesting that according to objective statistics (20 registered crimes per thousand inhabitants per year) it is inferior to all leaders except Krasnoyarsk; this is more than twice the rate in Ufa - eight crimes per thousand people. An interesting phenomenon: whether this reflects the real security situation or the specifics of crime registration remains to be seen.

In Tyumen we also met specific patrol officers - Cossacks.

We patrol the city in the evenings. The police trust us,” says Cossack Andrey. - Sometimes we are even more trusted than a policeman. People in Tyumen value us very much. Cossack - who is he? This is a warrior of God!

Why do they trust more?

Yes, because we command respect from the people. We will always come to his aid, it’s in our blood. And even more so among the Siberian Cossacks... It is in us (and also on the Terek) that this same spirit has been preserved, which has been present in the Cossacks since ancient times. Of course, there are Cossacks in every city. But there these are isolated cases, but here it is a collective spirit, I think so. And you are from the Urals, right? Well, I know the Ural Cossacks...

Do you always walk around the city with whips? How do people generally feel about this? Some people are probably scared?

So why be afraid of us? A Cossack without a whip is like a monk without a prayer! But the number of crimes is decreasing. It is a fact.

Indeed, the number of crimes in the Tyumen region in 2016 was reduced by 10.9%, according to officials, thanks to prevention.

We managed to stabilize the situation, but at the same time there is still a lot of work. I am confident that thanks to joint efforts and measures taken, we will achieve a better result,” Sergei Rybakov, deputy chief of police of the regional Ministry of Internal Affairs of Russia, commented on the situation to local media. He says that monitoring of the situation under the Safe City system will continue in 2017. As part of this hardware and software complex, a single center for storing and processing data from video surveillance systems receives video images from cameras installed in crowded places.

Perhaps it is the improvement in the security situation, and not comparison with other regions, that ensures Tyumen’s high “popular rating”?

While responding to calls with various emergency services in the city, we saw that in general they work very quickly. Local cops value politeness and believe that English language for an ordinary police officer - the necessary minimum.

By the way, according to the criterion of politeness and mutual assistance, Tyumen is ranked high, although it is inferior to Kazan. It is Kazan that leads in the number of areas of life that its residents rate higher in comparison with other cities: schools, transport, parks, mutual assistance and politeness, availability of goods and services, good work.

It is even more interesting that Vladivostok, which did not even make it into the top ten according to statistics, became the leader in the “people's rating” for certain aspects of city life. Far Eastern cities have leadership potential, and their positions are likely to grow. Residents of Vladivostok value their universities and culture most of all. It is the residents of Vladik, and not the Permians (who, by the way, have a wonderful writer Alexey Ivanov and a world-class conductor Teodor Currentzis) who love their theaters. Yekaterinburg values its culture almost as highly (as can be judged by the Kolyada Theater alone), but Vladivostok is still more so.

Having met many residents of Tyumen, we were amazed at how many people come here to live; This is very important for the dynamics of the city - its openness.

But in general, our research shows that for urban development it would be nice to have “live oil” and the Ruthless City Manager from the comic book. But it’s even more important to love your city.

10 most promising Russian megacities

Annual special project "RR"

Combining statistical indicators of the socio-economic development of cities and the results of a sociological survey of their residents, Russian Reporter compiled the final rating of Russian megacities. The editors discussed the results of the rating with the deputy director of the Municipal economic development» Institute of Urban Economics Foundation by Roman Popov

People's rating: 1st place

Statistical ranking: 2nd place

We first included Tyumen in our ranking in 2013, and the city held second place for two years in a row. In 2017, we put Tyumen in first place thanks to the unconditional support and patriotism of the city's residents. “This is not surprising - the place is well-deserved, the city is really rich,” says Roman Popov. According to statistics, Tyumen is still slightly inferior to Krasnodar, although this gap is constantly narrowing. Paying tribute to the residents and good governance, we must understand: the city is the capital of the resource region.

Statistical ranking: 1st place

Our veteran favorite. The city held first place in the ranking for five years. Statistics demonstrate an amazing pace of housing construction, and residents themselves note the availability of goods and services. Krasnodar also means openness to domestic and foreign investors. “The city has been among the leaders in investment attractiveness for many years,” notes Roman Popov. At the same time, as residents say, despite the high business activity, the city remains homely and cozy.

Statistical ranking: 3rd place

The southern gate of Russia, a transport hub, administrative and economic center - all this is Rostov-Don. The main quality of a city is plasticity, the ability to adapt to a changing situation and not give up positions. In our ranking, Rostov-on-Don never came out on top, but always remained in the group of leaders. “The city is lively, active, attractive for businessmen. This is the main competitor of Krasnodar in the south of the country. At the same time, residents of Rostov-on-Don are more critical of their city than residents of Krasnodar,” says Roman Popov.

People's rating: 6–7th place

Statistical ranking: 4th place

“The city is modern, of a modernization type. At least that’s how they want to present him,” says Roman Popov. Yekaterinburg boasts good average salaries; this is the undisputed leader in such an indicator as retail trade turnover - here it is seriously ahead of Krasnodar and Tyumen. The city is open to everything new, merchant and ruff: Yevgeny Roizman, a decisive and controversial man, not afraid to conflict with the central authorities, was elected mayor here in 2013. In 2008, Ekaterinburg was first in our ranking both statistically and overall, but after the crisis, the Ural industrial centers gave way to southern cities in the ranking.

People's rating: 2nd–3rd place

Statistical ranking: 15th place

Even when statistical indicators sag, which is associated with budgetary savings, Kazan is pulled through by its residents. According to citizens, Kazan is the best city according to an impressive list of criteria. This is the accessibility of schools and kindergartens, the availability of good jobs, places of recreation, and the friendliness of others. The city is also appreciated by tourists. Between 80 and 150 thousand tourists should visit the city during the Confederations Cup this summer. “Kazan knows how to competently present itself to both its own residents and guests. They are working with this. Part of the Moscow team left here when the head of the Department of Culture, Sergei Kapkov, left the capital’s mayor’s office,” Roman Popov is sure.

People's rating: 11th place

Statistical ranking: 5th place

Scientific and industrial capital of Siberia. Another city where an oppositionist came to power. Since 2014, Novosibirsk has been headed by communist Anatoly Lokot. However, it is impossible to say that this radically influenced the development of the city. Here they spend a lot on education, culture and sports. The townspeople are dissatisfied with the environment and safety; they also note problems with the availability of good jobs. “Novosibirsk is a city with a qualified, educated population. People here have high demands, and the city does not always have time to meet these demands,” notes Roman Popov.

People's rating: 13th place

Statistical ranking: 6th place

The city remains in our top ten, but is gradually sinking year by year. At the same time, Krasnoyarsk has both a margin of safety and opportunities for a breakthrough. It is simultaneously a production center, transport and logistics hub. On the one hand, Soviet production facilities operate in Krasnoyarsk, on the other hand, Russian and international ones operate retail chains. The downside is high crime rates. “Krasnoyarsk, just like Novosibirsk, is characterized by the phenomenon of advanced requests from residents,” explains Roman Popov.

People's ranking: 15th–16th place

Statistical ranking: 7th place

In recent years, the city has acquired a solid experience of reforms and innovations. This is an attempt to update the image under the former governor Oleg Chirkunov (I remember the letter “P”, the new sign of Perm), and the experience of Marat Gelman’s socio-cultural projects, and the sponsorship of LUKOIL, and attempts to “intensify development”. “Then, by and large, the rest of Russia heard about Perm for the first time. Then stagnation set in, but residents still had high expectations,” says Roman Popov. This explains the low popular rating, although without specific experiments Perm remains a powerful cultural center of the country, with the writer Alexei Ivanov and conductor Teodor Currentzis, and continues to attract financial and industrial resources.

People's rating: 8th–9th place

Statistical ranking: 9th place

“Nizhny Novgorod is the case when objective indicators and subjective assessments of residents coincide,” says Roman Popov. IN Russian Empire it was a provincial city located at the intersection of waterways - a natural place of trade. The Soviet Union is a powerful industrial center where mechanical engineering, shipbuilding and defense enterprises were concentrated. Finally, today Nizhny Novgorod is also known as a concentration place for IT companies. Intel, Huawei, SAP, Yandex have worked and are working here. Experts have repeatedly noted that the city has enormous potential for high-tech outsourcing.

People's rating: 10th place

Statistical ranking: 10th place

This year, Ufa showed a very even result: nothing extraordinary, but no failures either. The opinion of residents and sociological indicators here, as in the case of Nizhny Novgorod, coincide: Ufa is in the top ten. “Today Ufa is experiencing more of a catch-up development,” says Roman Popov. The city's economy has a serious boost: after all, Bashkiria is engaged in oil refining. At the same time, city residents complain about the lack of good work and mutual assistance.

Ecology rating

Living in a clean city, where the air is not polluted by emissions, is much healthier than living in industrial cities.

We propose to consider the three settlements in Russia recognized as the cleanest:

  1. Sarapul from Udmurtia– leader among the cleanest mid-sized cities. Sarapul is characterized by a small amount of emissions, which determines favorable accommodation on its territory.
  2. Derbent from Dagestan– ranks first among large populated areas in Russia. Ecological, livable Derbent, as the amount of emissions is small.
  3. TaganrogBig City by population, has 18,000 tons of emissions per year and occupies the lead in cleanliness among large populated areas.

The dirtiest cities in Russia

It is a known fact that the mortality rate of citizens increases due to poor ecology; below are the settlements that are leaders among the worst in terms of ecology.

  1. Norilsk– the main polluted region of Russia. It is here that the metallurgical industry is widely developed, which emits nitrogen dioxide, sulfur, lead and carbon disulfide into the atmosphere in large volumes.
  2. Moscow- ranks second among dirty habitats. About a million harmful substances enter the air every year, most of which come from car exhaust.
  3. Saint Petersburg– has a well-deserved 3rd place, the number of emissions as a percentage is growing every year.

It is possible to live in these regions, but the environmental situation is not conducive to improving human health.

Ranking by population

All cities by population can be divided into several categories, each of which will have its own top three:

  1. Millionaires. The first three places are occupied by Moscow, St. Petersburg and Novosibirsk. It is in the territory of these settlements that a huge number of people live, increasing every year.
  2. Big cities. The top three were occupied by Krasnodar, Saratov and Tyumen - it is here that the number of people living is close to a million.
  3. Medium-sized cities. The first three positions are firmly occupied by Kirov, Tula and Cheboksary, characterized by a population of more than 400 thousand people.
  4. Small towns. Among places with a population of up to 250 thousand, Syktyvkar, Khimki and Nalchik took the lead.
