The government and expert communities are discussing the addition of the national project “Education”. It includes 9 major federal projects, including laying the foundations for a new approach to testing the professionalism of teachers. In particular, the All-Russian Popular Front proposes to abandon the current certification system and instead introduce a unified professional exam. And although the goals of testing the level of training of teachers will not change, the new exam will allow educators and teachers to build plans for their professional development, independent experts say.

The ONF emphasizes that the exam must meet the requirements of the professional standard of a teacher and the federal educational standards of general education.

It is not known whether officials will agree to such a proposal, but now another experiment is taking place in the Russian Federation - a new model for teacher certification is being tested within the framework of the same national project “Education”. Its main difference is that teachers must undergo an independent qualification assessment based on the use of unified federal assessment materials. No portfolio, certificates or other materials proving that a specialist teaches children well will be needed. It is planned that certification will begin in 2020 using the new model. At the same time, the division into mandatory and voluntary will remain, and the frequency of inspections will not change.

What is the current time frame for certification?

The timing of the inspection depends on its type. Today, there are two types of testing for the qualifications of educators:

  1. Certification of teaching staff in order to confirm compliance with the position held. It is mandatory and takes place on time, defined by law RF. It must be carried out at least once every 5 years. This type is a test of professional suitability for the position held. According to clause 22 of the Certification Procedure, there are exceptions for certain groups of teachers.
  2. Certification of teaching staff in order to establish a qualification category is voluntary and is carried out at the request of the employee himself in order to improve the existing category. This type is a test of professional suitability for promotion.

Please note that if the category is valid for 5 years, you can be re-tested after 2 years from the date of receipt of the previous category. In the event that an applicant is denied re-verification, he may apply again after 1 year from the date of the refusal.

It should be noted that, according to the regulations on the planned certification of teachers, the period for confirming compliance with the position held is 5 years. Consequently, in 2019, teaching staff certified in 2013 will be sent to it.

To undergo verification of suitability for the position held, the employee is sent by the head of the educational institution.

Please note that if the category is not confirmed on time, it will be cancelled.

  • an employee who has the first category must apply for certification to receive the first category and go through the general procedure;
  • if the teaching worker had the highest category, then he will have to first pass the test for the first category and only if successful completion after two years he will be able to qualify for the highest degree.

At the same time, qualification categories assigned before 01/01/2011 remain valid for the period for which they were assigned. However, the rule according to which a teacher who has worked in the profession for 20 years was assigned the second category “for life” is cancelled. From now on, these teachers will also have to be certified every five years.

Certification procedure

Mandatory

Testing for the professional suitability of preschool teachers is carried out every five years. Exceptions are made for persons who are excused from taking the test for valid reasons. These include:

  • women who are pregnant. In this case, the test is carried out no earlier than two years after the teacher leaves the maternity leave to work;
  • employees with less than 2 years of work experience;
  • employees who have spent more than 4 months on continuous sick leave. In this case, testing is recommended for them after 12 months after their return to the workplace.

The knowledge testing procedure consists of several stages:

  1. Formation of the certification commission.
  2. Preparing a list of those being certified and drawing up a schedule for the inspection.
  3. Formation of an idea for each subject.
  4. The procedure itself.
  5. Estimation and presentation of results.

It is important to note that in previous years, teaching experience of 20 years or more was a guarantee of lifelong retention of the second category. Today this is not relevant. Certification of educators is also required to confirm qualifications.

Currently, the Ministry of Education of the Russian Federation is developing new criteria for assessing the professional suitability of teaching staff:

  1. Upon successful completion of the certification, the commission issues a conclusion on suitability for the position held.
  2. If the test is unsuccessful, the commission makes a decision on inadequacy for the position held.

According to this decision, the employment contract with the teacher may be terminated on the basis of clause 3, part 1, art. 81 Labor Code of the Russian Federation. However, we note that a verdict of inadequacy for the position held does not require the mandatory dismissal of the teacher. An employer, for example, can send an employee who has not passed the certification to advanced training courses so that after completion he can take it again.

Also, a teacher cannot be fired in the case where there is a possibility of his transfer with his written consent to another, lower position or lower paid job. It will also not be possible to dismiss a teaching employee if he is included in the list of persons specified in Art. 261 Labor Code of the Russian Federation.

Voluntary

Any educator can express a desire to take the test to improve their level and submit an application independently.

The stages of voluntary verification include:

  1. Verification of the submitted application.
  2. Determining the deadline for passing the test. Please note that the inspection period cannot exceed 60 days from the start of the inspection until the decision is made.
  3. Written notification to the applicant of the time and place of the inspection. Notification is sent within 30 days.
  4. Subject's assessment.
  5. Registration of inspection results.

It is important to note that the validity period of the category is 5 years. You can submit a request to test your professional knowledge after 2 years have passed after receiving the previous level. In the event that a candidate has been refused certification, a repeated request can be sent no earlier than one year after the refusal.

If the teacher successfully passes the certification, the commission makes a decision on the teacher’s compliance with the requirements for the first (highest) category. The qualification is assigned on the same day and the salary at the new rate is paid from the day the qualification is assigned. Recording is made in work book about the relevant category without mentioning the subject taught.

If the teacher was unable to pass certification, the commission makes a decision on non-compliance with the requirements. Those who passed for the first category remain without a category and are required to undergo testing for suitability for the position held.

If the teacher passed the test for the highest category, then in case of failure he will have the first one until its expiration date. After the end of the term, you will need to either confirm the first category or be certified for the highest.

The decision of the certification commission can be appealed in accordance with the “Procedure for certification of teaching staff.” An application for appeal can be submitted to the labor dispute commission at regional body education or to court. An application to the court must be submitted before the expiration of 3 months when the employee learned of a violation of his right.

However, if competitions are not your thing, then choose a few of the most worthy ones (all-Russian or regional level) and invest in them to the maximum to get a good result (1,2 or 3rd place).
  2. Try to publish your methodological developments for classes, event scenarios, some of your thoughts and conclusions about working with children and their upbringing. I have already written where this can be done. You can also try to publish in pedagogical periodicals in your field.
  3. If possible, mentor a young teacher, become a member of the jury of a competition, or use it in your work modern technologies training and education.

Criteria in accordance with Federal State Educational Standards

I offer you a list of criteria, i.e. what exactly needs to be prepared for certification, I will focus on the most important points, on which your overall result will depend:

  1. You must have an original educational program, which would preferably be approved at least at the municipal level, or at the regional level, which is even better. Availability of adapted educational program for pupils with disabilities it is welcomed and rewarded with additional points, and if it is implemented from 1 to 3 years, then the points increase for each year.
  2. Your students must participate in various competitions, festivals, exhibitions, tournaments and competitions. Points are given for victories and prizes, as well as for participation, depending on the status of the event. The higher the status, the higher the scores. An additional coefficient is applied for prize places.
  3. Having at least 5 years of work experience in a team with the title “Exemplary Children's Team” allows you to receive an additional 4 points.
  4. As for advanced training, courses lasting 16 hours or more give you 3 points (this also includes the webinars I recommend, the hours of which are summed up), for courses of 48 hours or more - 4 points, and specialized courses above 108 hours - 5 points.
  5. The use of modern educational technologies and methods is also very important. When using individual elements, depending on the level, you get 2 or 3 points, using in the system and applying effectively - 4 points, if you have your own system of techniques and methods - 5 points.
  6. The presence of a holistic generalized experience and its generalization at the institutional level gives 2 points, at the municipal level - 3 points, at the regional level - 4 points, at the All-Russian level - 5 points. I think that each of you has your own achievements, even with little work experience. All that remains is to properly prepare and protect it, or conduct a master class, open lesson, etc.
  7. The publication of teaching materials, both in online resources and in printed publications, is very important, but I have already spoken about this above and will not repeat it.
  8. The teacher's social activities, including trade union and parliamentary activities, are also rewarded with points.
  9. Gratitude, diplomas, certificates awarded to the teacher for professional achievements during the inter-certification period are also taken into account.
  10. A teacher’s participation in competitions of professional skills, original programs, and methodological developments are assessed depending on the level of the competition.
  11. An additional 20 points can be obtained for having an academic degree or academic title in the field of work, as well as for having state awards, honorary titles of the USSR, the Russian Federation or former republics THE USSR.

Teachers working in preschool educational institutions need to confirm their qualifications once every five years. Important! You must undergo certification every five years, regardless of length of service.

If, based on the results of the examination, the teacher has not confirmed his professional level, his qualifications are reduced. After this, the employer has the right (but not the obligation) to terminate the working relationship. To restore their level, a teacher can take retraining courses and then re-certify.

If the highest level has been lost, the teacher must first restore the first category. After two years, he can be examined again for a top-level appointment.

I use video materials when conducting joint activities on the topics: “Our friend the traffic light”, “Animals of all countries”, “Wintering and migratory birds" and others. Everything that creates cognitive interest in children. I select musical works of classical music for children by famous composers: Chopin “Mazurka”, “Prelude No. 15 (Raindrops)”, “Lullaby in D-flat major”. Music allows a child to grow up kind, wise, talented and intellectually developed, and helps restore inner harmony in children.

I comprehensively use health-saving technologies in the educational process, different kinds hardening (water, air), using non-traditional equipment to prevent poor posture and flat feet: ribbed mats, sandbags, massage balls. During all sports games I use breathing exercises in the form of games: “Bubbles”, “Wind”, “Cat and Ball” and others.

I create the most favorable conditions in the health center for pupils, equipped with traditional and non-traditional benefits for strengthening and preserving the health of children, which provide the child’s psychological comfort, prevent the development of negative phenomena, and encourage him to physical activity. I carry out health work with children based on methodological recommendations on health protection M.Yu. Kartushina “We want to be healthy”, N.F. Korobova " Finger gymnastics with objects”, where various types of massage and self-massage, sets of developmental gymnastics exercises, finger play training, exercises for the prevention of flat feet and posture are widely presented. Based on health-saving technologies, she developed consultations for parents: “Child’s Posture”, “Gymnastics after sleep”, “Finger gymnastics”, “Exercises for sedentary children”.

To strengthen and maintain the psychological state of children, a “Privacy Corner” was created in the group. Made by me various games for relieving stress, for the ability to put up with each other: “Reconciliation Mittens”, “Friendship Rug”, “Boxes of Good Deeds”, “Friendship Hat”, “Mood Bags”, “Magic Sand”, music for relaxation. I have developed notes on the use of games for the psychological relief of children: “Games with water”, exercises for relaxation. All this helps me to make wonderful journeys and transformations together with the children, making communication fabulous not only during classes, but in play activities. The use of materials from the psychological corner brought good results: students with increased activity learned self-regulation; aggressive children began to quarrel and fight less; games helped shy children open up; the guys learned to cooperate with each other, act in concert team games. Carrying out all the planned health-saving measures, a steady trend in reducing the incidence of children's illnesses over the past two years can be traced. Annual monitoring determined a reduction in the number of frequently ill children by 65%.

Based on the most important didactic principle of developmental education, I put into practice various forms organization of children's activities, I carry out their integration in order to increase the efficiency of the educational process: experiences and experiments, plot-role-playing games, theatrical games, thematic excursions. When selecting the content of educational activities, I take into account psychological characteristics children, their health status, I use a model of personality-oriented interaction with children. I adhere to the principles of consistency, systematicity and repetition. When working with preschoolers, I use a personal-activity approach, which allows us to develop intellectual abilities and creativity in accordance with the interests and inclinations of each child.

To create the necessary conditions for the comprehensive and harmonious development of children, I organized a subject-specific development environment appropriate for age and individual characteristics children. In order to ensure a variety of activities in the group room, I created a play space taking into account the principles of dynamism, independence and flexible zoning. In the group I designed corners: visual arts, theatrical activities, mathematics, fiction and speech development, psychological corner, natural, plot - role playing games. Improved the experimental activity corner in the group by replenishing equipment and materials. Together with children and parents, collections of stones, shells, sand and clay, seeds, and insects appeared. All this is actively used by children in cognitive - research activities. To conduct classes on experimentation, I have developed a series of notes: “Properties of water”, “Sinking or not sinking”, “Miracle magnet”, “What is wind”.

In order to increase safety and prevent accidents, I have developed notes for conversations and activities with children: “medicinal plants”, “Rules of behavior on a winter walk”, “Rules of behavior in the forest” and others. When conducting such conversations and classes, I use visual materials, encyclopedias, and presentations.

In progress individual work I conduct consultations and conversations with parents to warn parents about the need to create safe conditions for children to stay at home and on the street, in the forest, in the country. As a result of my extensive work and close cooperation with parents, the rarity of cases of childhood injuries and accidents with the pupils of my group became noticeable.

In my work I use non-traditional forms of communication with parents: “Seminar for mothers”, “Business games”. I hold parent meetings on topics based on the problem: “Here they are, what 4-year-old children are like,” “How to play with children at home,” “Parenting healthy child", "Culture of behavior". At parent meetings, I use parent surveys on the issue of the meeting, presentations of children’s activities, and showing photographs. At such meetings, I present to parents presentations “Our day in kindergarten”, “Our trip to the theater”, etc. In the group I organize competitions for parents: “Autumn Fantasy”, “Drawing Competition”, “Dad Can”.

The parent corner contains a variety of colorful information for parents. Parents can see what their children did during the day, and playful homework assignments are offered on the topics of the week. Thematic newspapers and brochures can be taken home by parents and read at home in a relaxed environment.

Non-traditional forms of communication help bring children and parents, educators and parents closer together, play a huge role in improving the psychological and pedagogical culture of parents, and contribute to changing their views on raising a child in a family environment. Building a harmonious, adequate interaction with parents unites the kindergarten and the family into a single educational space for the pupils. Seeing the results of their child’s development, having information about what is happening in kindergarten, receiving advice and recommendations, parents highly evaluate my professional level in the questionnaires that we conduct at the beginning and end school year. More than 95% of the parents in my group give a high rating to working with children.

I am a member of the creative preschool educational institutions groups, actively participate in group meetings, making my contribution to each lesson, perform creative tasks, express my opinion on the proposed materials, discuss the results of testing a particular technique. The work of our creative group is to develop lesson notes and collect material on the topics: “Patriotic education of preschoolers”, “Attention is the road”, “Game in the life of a preschooler”. Together with our colleagues, we are developing Regulations on competitions held at preschool educational institutions. I take an active part in every pedagogical council, seminars, consultations of preschool educational institutions, participate in discussions, business games.
