Strange death

In an exclusive interview with KP, Elena Skrynnik stated that she lost control over Rosagroleasing as soon as she became minister. Everything was in order under her: the company was checked by the Accounts Chamber and auditors from the international PricewaterhouseCoopers, and no violations were found. A hole of 40 billion rubles. formed later.

But senior adviser to the general director of Rosagroleasing Evgeny Zelensky (it is he and his colleagues who are searching for the stolen 40 billion rubles) in an interview with KP says something different. According to him, Skrynnik retained control over the company through her associate Leonid Orsik - he replaced her as head of Rosagroleasing. But on December 31, 2009, he was found dead at home; some even then called his death strange. In February 2010, Valery Nazarov became general director. It was then that the fake contracts and “strange” schemes were revealed. The debriefing, according to Zelensky, took three years.

“Auditors from PricewaterhouseCoopers used to give positive reports because they were misled by fake reporting,” says Zelensky. “Then they withdrew their old conclusion and also found violations.

How tractors disappeared

Zelensky reveals the basic scheme of fraud.

“Two thirds of Rosagroleasing’s contracts fell on three regions - Lipetsk, Tambov and Nizhny Novgorod regions,” he says. “It was there that unfortunate farmers were found who agreed to participate in the forgery.

Now, of the 40 billion that have disappeared, 80% in the form of debts (although the money itself was transferred abroad) hangs on mega-holdings in these three regions, Zelensky clarifies. And that’s how the money disappeared.

An agricultural company receives, say, a tractor from Rosagroleasing. First she pays for it as much as she should, then she declares that there is no money, life, they say, is hard, but she has goods (fertilizers, fuel, grain). In fact, there is no product. They agree that the company will supply the goods to another company, a client of Rosagroleasing (in fact, the other one is also a dummy). Rosagroleasing pays for the goods immediately, and the recipient of the goods must repay the debt of the agricultural company to Rosagroleasing within 5 years. But no one extinguished anything. Rosagroleasing itself either wrote off the debt of the recipient company in order to hide the ends. Or the situation was arranged in such a way that the guarantors for payments were people who were physically impossible to find (“ dead Souls»).

“At the same time, the real tractor with which it all started and which should be the property of Rosagroleasing until it is paid for, goes to the agricultural company as soon as it delivers the “goods.” There is no product either. Under this scheme alone, 9.5 billion disappeared. In 2010, a collapse of non-payments occurred.

It’s funny that the state company Rosagroleasing, of course, did not have the right to buy and sell agricultural products. She has completely different tasks. But the company nevertheless had an entire department of trading operations!

“Hundreds of thousands, millions of tons of grain were allegedly sold, but we asked for data from Russian Railways - there were no such shipments,” says Zelensky.

The commission has everything covered

Another scheme. A small batch of equipment for the show was purchased directly from the plant, but the lion's share was purchased through an intermediary, with a large markup. Let's say, elevator equipment for 450 million rubles. at a real price of 250 million rubles. And only one company was allowed to work with Rosagroleasing - Elevator-Service CJSC (now Rosagroleasing works with six suppliers of elevator equipment). The price was set by a commission from the Ministry of Agriculture.

“This commission actually had no such rights, only a recommendation,” says Zelensky. — It was headed by Leonid Orsik, already known to us, who replaced Skrynnik as the general director of Rosagroleasing, and decisions were made on the basis of scanty documents of three pieces of paper. In fact, the commission simply cut off those suppliers who were ready to sell machinery and equipment to farmers at normal prices.

Intermediary firms were controlled people from Skrynnik’s circle. For example, KamAZ trucks were purchased from the Avto-Agromash company, which was supervised by Skrynnik’s brother, a racing driver. Leonid Novitsky, says Zelensky.

“A win-win algorithm,” says Zelensky. — When the government asked at a meeting: “Are you taking equipment from the KamAZ plant?” - followed the answer: “Yes.” “How much?” - and here the figure was already given not for deliveries directly from the plant, but in total and from intermediaries too. The numbers are excellent, everyone is happy, and most importantly, there are almost no lies, as they asked, so they answered.

It’s difficult to even list all the schemes, let alone describe them. But one cannot ignore the machinations with the grain of the Intervention Fund - the state grain reserves. Zelensky says: with money from Rosagroleasing, an elevator was built where they wanted to store strategic grain. According to the papers, what is needed is an elevator, but in reality it is of much smaller volume.

“I went through everything there with a tape measure, measured it myself,” says Zelensky.

Then the grain from the Intervention Fund comes there for storage. More arrives than the elevator can physically accommodate (although, according to documents, its capacity would allow storing such a volume). How so? In fact, the grain was stolen a long time ago, the supply is only on paper. Zelensky says that he personally raised the question with the Deputy Minister of Agriculture and Skrynnik’s comrade-in-arms, Sergei Korolev. Say, how could you sign an act of readiness for the elevator? Korolev, according to Zelensky, retorted that he signed the acts on the readiness of the elevator without going to the site - “what, should I check everything personally?”

However, I got scared. The elevator was quickly completed. To avoid scandal. But the mythical grain from state reserves was sold to the same company that allegedly supplied it to the state earlier. So much so that the company also earned money.

And that's what's great. The new management of Rosagroleasing reported to the government that “sometimes here and there,” and the government sent materials to the security forces. The government instructed them to check the facts. Viktor Zubkov, as Deputy Prime Minister, was particularly focused on the Nizhny Novgorod region; he issued 4 instructions to the governor and demanded that grain be stored normally there. And they stopped cheating with elevator equipment.

8 million euros in cash

Money from intermediaries was transferred abroad. Let's say, to the Swiss company Brice Baker. According to the documents, it was created for “trade in products of all kinds.” Two more with the same name are in the UK. So much to confuse the movement of money, Zelensky says.

“Elena Skrynnik was the real owner and founder of these companies,” he claims.

And shows extract from the British register of legal entities. It lists Elena Skrynnik among the shareholders of the English company - at that time she also headed Rosagroleasing.

“If in the morning funds are received from Rosagroleasing to CJSC Elevator-Service for equipment that has not actually been delivered,” says Zelensky, “and two days later this money ends up in the UK at the company Brice Baker... Can one assume that Skrynnik didn’t know this?

Zelensky says that Skrynnik had a confidant - Rosagroleasing employee Yana Mulyar. She regularly flew to London using funds from Rosagroleasing to prepare documents for the Bryce Baker company. According to Zelensky, this is also what Sergei Korolev, who later became Deputy Minister, did. Both Mulyar and Korolev were directors of Brice Baker, as follows from the documents presented by the British.

“And it was during this period that Skrynnik bought an estate in France,” Zelensky compares. — It costs 10.8 million euros, and 8 million euros were paid in cash. Why cash? This is inconvenient. Maybe to hide the connection between the money that the state gave to Rosagroleasing and the money for which the estate was purchased?

Harvesting bread before the New Year

To understand the scale of the disaster, Zelensky did not leave his business trips for three years. I had to see everything. Nizhny Novgorod region, agricultural company "Santimir". Took 4 billion rubles from Rosagroleasing. (for the purchase of equipment) and another 9 billion from banks. Rosagroleasing employees arrived to see how their property was doing (until payment for the equipment is paid, it remains the property of Rosagroleasing). Employees of the agricultural company first block the road, then drive up the tractor, hook the inspectors’ car with a cable, try to push it into a ditch, the driver maneuvers and crashes into a car nearby. The police don't interfere. “This is their private road, they do what they want,” the officer comments languidly. Now the agricultural company is bankrupt, and the ends are in the water, but just recently the authorities of the Nizhny Novgorod region were fussing over it, they say, hands off the effective owner! They found property worth only 800 million rubles, and 12 billion, therefore, disappeared.

The owner of the field might not have to sow anything; he and the company’s managers have already “sawed away” the money from Rosagroleasing. But he also wanted to receive government support. The inspectors showed up on December 25, the owner drove expensive American combine harvesters onto a snow-covered field and said that the inspectors “ruined his harvest.” Locals complain: they’re scared to leave the house, they’ve come running to a field full of grain wild animals from the whole region, they have never had such raspberries that in winter - and ears!

Here is a bare field on which a livestock complex allegedly stands worth 1 billion rubles. This is the Bryansk region. Owners are wanted.

And here is the village of Klyuchishchi, Nizhny Novgorod region. Security does not allow inspectors to enter the enterprise. But through the fence you can see mountains of grain, simply thrown out into the street, birds peck at it, overeat it with joy, then immediately die, stench and infection.

Strange things remain

“We have sent applications to initiate more than 150 criminal cases, 56 have already been initiated,” says Zelensky. — Fraud, deliberate bankruptcy...

Rosagroleasing is being restored, he assures. Debt under new contracts is only 3 - 4%, while the norm is 8 - 10%. There are a lot of suppliers, different, cheap, the peasant has plenty to choose from.
